Default Resetting to Default State not working

._.I have XP and office 2000. For many years, when things have gotten hopelessly messed up up, I have relied on Start - Run - "Winword /A" to restore Word to its default state. Although this costs any macros or other personalized commands, it was invaluable when nothing else worked.
._.However, I've got something going on that even THAT doesn't Fix it -
My toolbars are losing some of their main functions. If I reset it, it starts out ok (File, Edit . . . ) etc. But if I just save it and reopen it, things are gond. LIke the "file" menu.
._.Does anyone know how, through tools - customize, I can add another main category (like "File," or "Insert" - as they are two culprits?



two possible hints:
1 - When I used to customize toolbars, WIndows would ask me if I wanted the changes saved in normal.dot. I am not being prompted for that, either.
2 - Even if I reset word to its default state, sometimes, documents are opening with older customizations from previous installs.
._.This is driving me crazy. Anyone got any suggestions?
