How to choose a "List" for certain "Heading" from "Modify" tool?

please, see the attached images that shows my question.




i need to choose the "List" for each "Heading" from "Modify" tool but sounds there is no way to access the "List" from "modify" tool

then

what is the professional way to set "List" of each "Heading"? or how to set the "List" for all "Headings"?
