When opening a word 2003 document, it takes just over 20 seconds to open. It is slow in closing. I have a Dell with a Windows Vista.

Once one document is open, I can open a second and subsequent documents in about a second. I can also close all documents in about a second, except the last one that takes about 20 seconds or longer.

Have you tried repairing Word (Help|Detect & Repair)?

I'd suggest running Task Manager's Process Monitor while starting Word to see if there is some other process that's taking up a lot of CPU time while Word starts.

Also, if you've installed/updated any addins lately, they might be contributing to the delay, as might your virus scanner.
