Default Word 2007 Spacing Issue

In Word 2007, seemingly randomly, in the middle of a List (e.g., after (b)), Word will begin (c) on the next page, and leave a large space under (b) on the previous page. As this explanation likely makes no sense, please see the attached file. Thanks

Keep Lines Together is turned on.

Ctrl + A to select all
Right-click on the selection and choose Paragraph.
Go to the Line and Page Breaks tab.
Uncheck 'Keep lines together'.
