See the screenshot below. What element contains the date and time text? It is not a header or table.

Those are most likely fields, perhaps the Date and Time fields.

The text is ordinary text, not fields.
I am wondering what element contains the text. It looks like a one row table with four columns (see the ruler). But I don't see Table Properties when I right-click on it. |

You haven't given us enough information to know for sure but if the Table ribbon items don't appear when you click on it then it isn't a table.
To me, it appears that you are looking at multiple columns if it isn't a table. The ruler shows some varying widths and the positioning of multiple paragraph marks on that 'line'. Go to Layout > Columns > More Columns to examine the settings for that location.

Note: Just using a Table is far better than using the Columns feature for this. You have two extra Section Breaks which makes for more complex editing.
