Default Send Image Border to background

Hi,
I use image border, as in this screenshot
img_95.png
When I want to write on it, selection box appears, so I can't write
However, I want to send this image border to the background like built-in border

or lock it like Photoshop, so I can't touch it.

I don't want to use it as a watermark, because it down resolution
Any recommendation please, I attached my file.

I placed it in the header, but it appears distorted, it's not ideal method

Putting images in the header, or footer, doesn't distort them. I just copied and pasted the image in your sample document into the header with no distortion. If your image is distorted you've probably resized it without turning on Lock Aspect Ratio.

Separate the chapters in your document with section breaks and enable the "Different first page" option in Page Setup. You can then cut and paste the graphic into the page header. Adjust its position on the page as required.
