For File/Options, you have a document or a new blank one open, and you hit File in the upper left. Do you not see the menu down the left side of the screen with Options at the bottom? Is your window maximized?

For the Language button on the Review ribbon, if you don't see it (as circled in pink below) you may have to customize your Ribbon. It could be that you have add-ins that I don't have and those are pushing it out of the way, or it got deselected somehow.

If you go out to the right side of the Review ribbon to a blank spot (no buttons), right mouse click and select Customize the Ribbon. Then check to see under Review that the Language section is there. Should look pretty much like this (also 365).

You can also add it to your Quick Access Toolbar. You can see I have a lot of little quirky buttons beneath my ribbon; a lot of them are macros but some are just commands I use a lot.

Are you using the Browser / online version of Word rather than the desktop application?
