Default How to edit a PDF in Word

What's the best way to make a PDF editable? It was originally done on Word, but not by me. There are some graphics, and colored borders. Do I need an app? If so, which is the best one?

Thank you.

In Word, use File > Open.
Find the document in pdf form.
Open it.

Word will convert.

You would be far ahead if you can find the original in Word format, though. The converted document will not be the same as the original. There will be formatting anomalies that may make editing painful.

You can do some editing within any full version of Adobe Acrobat if you have it (I have DC Standard.) Acrobat's formatting sometimes works different than Word's, though; for example, if I have to edit one small word in a justified paragraph, I try it, but sometimes Acrobat's justifying/wrapping defaults are different, and it's easier for me just to go back to the Word doc when I have it, and re-convert to PDF.

If you don't have full Acrobat and are looking for a cheaper alternative, I've tried out the trial version of something called pdfXchange, and it looks pretty good. The trial version is limited, but the full versions are paid licenses, not subscriptions as Adobe has gone to. And the toolbars are more Office-like, with multiple tabs, that I think once I learned them would prove more intuitive. I may buy the basic version for home and test it out for a while. Was looking into a more cost-conscious alternative.
