How to Arrange Text Like This in Word 2013?
Can someone tell me please how do I arrange text like attached pic below in Word 2013?

You can set the Line Spacing to "Exactly" 6 cm.

Select the relevant paragraph(s). On the Home tab, click the dialog launcher which is the little arrow on the bottom right of the Paragraph group. In the Paragraph group, go to the Indents and Spacing tab, click the Line Spacing drop down and choose "Exactly." The default unit of measurement is points, but you can type your value in centimeters (Word will do the conversion for you as you exit the dialog box with OK).

How do you change all units in Word 2013 from, say, inch or point to centimeter or millimeter?

File > Options > Advanced > Display > Show measurement units
or if you need to change it frequently see Measurement_Units

One possibility would be to use a table with one column and three rows, and set fixed heights for the two bottom rows.

Select the table rows and right-click for properties.
You want the Row tab in that dialog. |

You select the two rows before showing that dialog then tick the Specify Height. This will apply the setting ONLY to those selected rows.

Your screenshot looks like you got the height you want for the selected rows.
You can, with the rows selected, in the Table Layout tab set the justification in the cells to be top-left. |
