You are in a Table, right?
At the top of your window in the Ribbon there will be a Table Design tab followed by a Layout tab. Click on the Layout Tab.

This is the Layout Tab pic of WOrd 2013. How do I set the justification in the cells to be top-left?

Using the group of 9 buttons to the left of Text Direction, though your cells are already aligned top left.

Are you sure all of these steps are similar of what I asked in the post #8?

Can I do what I asked in post #8 without have to use a table?

How do I setting/adjust text from top of the sheet/page to the bottom of the text like pic below in Word 2013? Thanks

A table makes things a lot simpler! Tables do not have to have any borders.
