I have not experienced the problem.


Here is Add, Map and Emplory as Repeating Section Content Control (RSCC) in Word 2013 by Greg Maxey which has the extent of my knowledge.
He has a note at the bottom of that page about the inadequacy of Word's interface with nested and mapped repeating section content controls. I do not know that this is what you are dealing with.
