I'm using Word 2019, and am not noticing the problem. In the VBA Editor, I inserted a new module ("Module1") for the file ("Tmp Test Macro Enabled.docm"), and entered my Test macro in the module.

Perhaps you are storing your docm file on the cloud and the macro security protection is disabling macros when the files are not stored locally.
Can you verify that the docm file is saved locally?
