As Charles said, you can use the trick to start numbering at zero (and enable "Different first page").

Beyond that, you'll need a section break, because the options for headers/footers called "Different first page" and "Different odd and even" only control which type of headers/footers are displayed within a section. Page numbering restarts is a section property.
