You do not have a Header in your first sections and so linking to previous produces nothing.
You do have different First Page Header for Sections 1 and 2. The one from Section 2 is continued/linked to the first page in Section 3. You could copy the content of the First-Page Header to the Header if you want. Header/Footer Settings Recap
