Default cannot access add-in but it showed in toolbar

I use MS Word 2019 and install some add-in. But when I open another file in my word, I can't access the add-in feature on toolbar, and thus I can't use add-in that I've installed before.

This does not prevent you from using an installed Add-In.
Which Add-In is it?
If you go to dd-Ins on the Developer Tab can you use that?
