How can I center the text in the cell so that there is no space above and above, like in the first case?

Make sure the paragraph formatting has no space above or below.
Use the positioning buttons on the Table Layout tab.

there are no spaces and the layout is the same for the two writings so I don't understand

Place the insertion cursor within the paragraph, and change line spacing to "Single" (instead of "at least 27 pts")
