Default Whack-a-mole with continuous secton break

I have had and solved this problem before, but it has been a couple of years since it came up. Someone working in a document (Office 365, but it has happened in pre-subscription versions before) has insert continuous section breaks where none were needed -- not for anything legitimate, just to end a page. There are next-page section breaks in the document to separate sections with different headers/footers.

I can delete one of the two continuous, but the second, while disappearing, then somehow turns the next-page one above into a continuous.

I have tried isolating the continuous between next-page ones to no avail, though I recall that the solution was something like that, and I may have had to carry it out in Draft view. I just don't remember.

Any ideas?
