Default Paragraph border with custom width and length

I know how to add borders to pages and paragraphs. However, I want to do a couple of things with them and I cannot figure out how to do them, or know if it is even possible.
I know how to select the type, location, color, and width of border. However, I want a border width that is not listed. I want a specific width and there are some interesting gaps in the default list. Is there a way to set a custom border width like there is for shapes?
My second conundrum also deals with paragraph borders. I want to create a top paragraph border that only goes half way across the page. Is there a way to do that without using tables? I am trying to avoid using the &%#!$ despicable drawn lines as anything with anchors can to strange things.
Oh, and I cannot use VBA to do any of it. While I am an expert at VBA usage, using it in this instance would open a can of worms I do not want to open. If I have to live with the options I already know about, so be it.

The only practical way I can think of to do this is with a table. Sorry.

I would do this by moving the right margin of the paragraph that has the border setting on it. If you want the heading to use the full page but the line to only go half way across then you can create an additional paragraph style with the border and insert an empty paragraph with that style in the location where you want the border.

Thank you for your replies.
I had not considered changing the margin.
In this case, I am using the border for a caption. Amending the margin in the style sheet may work as I believe captions should be short anyway.

You do NOT want to be making changes to the Margins, but rather the paragraph Indents.

Yes Charles - my bad.

I used the wrong terminology and bh420y just continued on with my mis-naming. The paragraph attribute which should be changed is the "Paragraph Indentation"
