Default Creating a caption for image creating a textbox instead of a shape and can't be grouped


I have a large document I'm working on and it has started creating "Text Box" objects rather than "Shape Format" when Going to References->Insert Caption while selecting the Figure image. Inserting the exact same image and caption in a new document works fine, but in my existing document (where I have previously done this for other images/captions without issue) it now creates a Text Box and I can select it and the image simultaneously to group them. Is there a fix for this?

When you insert a caption to an image in the drawing layer, the caption will be put inside a text box.

Usually, it is easier to insert images "In line with text," and then add the caption in the text paragraph below the image.
