Track changes problem: When I hover over a change, the bubble with change info. flashes rapidly

With track changes on, when I hover over a change with my mouse to see the the author's name and the date/time stamp, the information bubble flashes on and off rapidly making it unreadable. I finally discovered that If I make a new copy of the document, the problem goes away (briefly). In a while it starts happening again. Please, someone help. I need to be able to see this information!
