Design mode for editing form controls grayed out
Years ago, I designed a Purchase Order form. It has some drop down controls and text boxes mainly. No big deal. Many times I have enable design mode in the Developer menu and edited the controls. All of a sudden, now I cannot. The design button is grayed out. Anyone know what's up? |

Did this issue appear when you moved to 64bit Word? Are these 'controls' the old legacy ActiveX controls? Are you sure they are compatible with a 64bit version of Word.
If this is the case, refer to Compatibility Between the 32-bit and 64-bit Versions of Office 2010 | Microsoft Docs for some more info.

Now I've got to start from scratch. I can't even delete the old controls. Thankfully, this will be someone else's problem in a few months. I'm done with Microsoft.

Without seeing the file, we can only guess at what might be causing the issue and it may have nothing to do with ActiveX controls.
You could upload a (sanitised) copy of your PO and we can have a look at it to determine what the issue is and how it should be solved.
