As you have discovered, picture CCs won't allow you to drag and drop.
I would use a Table Cell as the placeholder instead - you can drag and drop into a table cell and the graphic will scale itself to NOT exceed the table cell width. You need to ensure that the cursor is in the table cell BEFORE your drag and drop from Windows Explorer though because there is odd behaviour involved with drag and drop. When you drag the graphic file into a Word document you get a visual indication of where the graphic 'should' drop but it actually ignores that and the image goes where the cursor was LAST sitting in the document.
