That image could be added to a Word document as a page border by opening the header and inserting it with Insert > Picture > From This Device. Make sure the image is set with text wrapping (behind text) and positioned correctly. Then close the header.
If the white area inside is not part of the image, you can put a white box in front of it (also in the header) to do that task.
