Is this a question or a request? The place for requests is in the Feedback mechanism in Word.
There is no Tools menu in Word for Windows 2016. There is a Ribbon with various tabs that have the same function for the most part. You can add a tab to the Ribbon that has the traditional menus. Ribbon Menu Control - Classic UI tab - by Greg Maxey Search the page for "Classic UI" and download that template. Place it in your Word Startup Folder.

Which version of Office are you running? In recent Windows versions, there are no traditional menus any more.
