Opening the document, I am seeing 11 sections, 169 pages, less than 3000 words. This is messed up.

I would recommend saving a copy of your original document.
In the copy replace ^b with nothing to remove section breaks.
Give your document footer more room. At least room for two lines.

Then go back in and add your page numbering, headers and footers.
I do not know why you had that many sections but they probably could be avoided.
Look into something called the StyleRef Field.
