Default Word 2016 bug?: Page numbering in each section resets to 1 upon saving

I need to include specific wording ("For Official Use Only") in page footers that is in no way linked to a Style used on the page. In versions of Word before Word 2016, I never had any problem doing this -- I would create section breaks where I needed to include the footer wording or not include the wording. I would set the page numbering to "Continue from previous section" and the document numbering would be fine. I recently switched to Word 2016, and now after I do the above, save, and reopen the file, the page numbering at the start of each section reverts to "1." I've searched various forums and cannot find a solution. My company disables macros, so that is not a solution for me. I don't think StyleRefs will help, because I'm not trying to reference a Style used on the page. Thanks in advance for any insights!

I don't have the same problem in Word 2016 so it isn't your version of Word that is causing the problem. I would be looking at what addins you have running on Word. There must be some third party reason for your issue.

If you save the document and the page numbers continue then close the file. Then open Word in Safe Mode and see if the document opens correctly. This will demonstrate whether it is an addin or template that is causing your page number problem.

It's also possible the document has acquired some of corruption. Corrupt documents can often be 'repaired' by inserting a new, empty, paragraph at the very end, copying everything except that new paragraph to a new document based on the same template (headers & footers may need to be copied separately), closing the old document and saving the new one over it.
