Page 1 ends with a Next Page Section Break. That Next Page Section Break is associated with the Heading 1 style. You won’t get proper numbering unless and until you reassociate that Next Page Section Break with the Normal style.
It would also be preferable to associate a list format with the Heading 1 style. That list format could have “Chapter” as its automatic textual part.

This is very confusing.

There is no way to associate a section break with a style. Period.
