Default Unable to enter text in text field

Hi All,

Currently I have a form created with text boxs and fields.
Most of the user can edit the form able to enter text into the Text Box.
There is one user when she open up the form, all the textBox she is unable to enter text into it.
It seem like she is in design mode. All the user is using the same form but only this user is unable to edit the form.
Will like to know anyone can advice what is there anything setting is there which disable the user to edit the form?

Thanks in advance.
