Create a table with enough cells to position your smallest cells. Then merge cells and possibly remove borders. Turn on viewing of table gridlines when you are working on it.
Tables Word Table Basics (Ribbon) by Suzanne Barnhill, MVP I would start with 9 rows and at least 11 columns.
