What Layout is This?
Hi!

I agree with Charles that it is a very tabular looking layout but it could also be done without tables. A table does give you more flexibility for instance to create multiple paragraphs for one speaker but that isn't apparent in the sample page you posted. A table also easily allows you to format the speaker name differently to the words - again that isn't shown in your example.
The document is a meeting transcript so it would likely be created by a gun typist listening to people talk and typing (close to) as fast as the people talking. This would imply that the author is keeping their hands on the keyboard and typing. You would normally do this data entry by setting up a paragraph style with a large hanging indent (around 1-2 inches) as it allows you to type the speaker name then press tab to indent the cursor and type their words before pressing Enter for a new paragraph on the next speaker. That would give you a layout that looks like your sample. Once the content is created, it is simple to convert the content to a table and have the best of both worlds.
