When I go to the first page of a section, highlight the page number in the footer, and change its font, this action changes the font of that page's page number only and not all the page numbers in that section. I tried going into styles, selecting "page number", and setting the font there to Nirmal with size 8, but it did not bring about any change. There must be a place to set the font type and size for all the page numbers of a section, or preferably all the page numbers of a document.

Try changing the page number character style.

I did go into Page Number Style and set the font, with no result. You are suggesting to change the "page number character style". Is the "page number character style" different from the "page number style"? If so, where do I find the former? I already tried the latter.

(I found a discussion of this subject in which you participated, but it was back in 2011; it was regarding an earlier version of MS Word though, when there was no discrete style for Page Number.)

In my opinion, the style discussion is a wild goose chase. The problem sounds like it is to do with the options set for that section.
Every section can have up to 3 different headers and footers. When you are editing the footer on the first page of the footer, pay close attention to the popup info box on the dotted edge of that footer. If it says "First Page Footer" then that footer would only appear on the first page of that section. You can turn this off by unchecking the "Different First Page" checkbox in the ribbons Header & Footer Tools>Design tab. If you also ensure the "Different Odd & Even Pages" is turned off too then your section will only have one footer displayed and any change you make will be reflected in every page of that section.

Yes yes, correct. I don't know what I was thinking-- I do have all three different headers and footers as you describe. It is most likely just this. I shall test it later this evening and report back here.

Since Word 97 there has been a discrete page number style. It is a character style. It may or may not be applied depending on how you insert the page number.

Absolutely correct. Everything is working exactly as you have described.
