If the Recommendation and the text that's presently shown as the next TOC entry are supposed to be one and the same TOC entry, they'd have to form a single paragraph in the document body. It is clear that presently they're separate paragraphs in the document body.

That said, the link I posted is relevant for all the TOC entries following a Recommendation #.
