Default Safeguard for saving over template

I have a word document that is a template and multiple staff use it. Is there any safeguards out there to stop / encourage people to not save over the template and save as a new doc?

No, you're misusing a Word document as a template. Saving it in the dotx or dotm format, as appropriate, will create a true template. As such, any new document created from the template (e.g. by double-clicking on the template) will not easily be saved over template as the new document won't have the template's name.

See:
The idea of a template is that it is not opened by the user. It is used, through File > New to create a new document. If Windows is working properly, if a user double-clicks on a template while in Windows, it will create a new document.

The default save location for documents should be different from that for templates.
