How to permanently remove markups
I am working on a document which used to have markups and comments. I deleted all of those (I select "No markup") but whenever I work on the document, close it, then open it again, I see the red straight lines on the side of the document. And I see that sometimes my layout shifts, especially the tables. |

Hiding markup is different to removing markup. Selecting No markup from the 'Display for Review' dropdown just hides the fact that there is markup.
Try the big Accept button beside it if you want to permanently accept the markup.

Do markups still sometimes show up if you decide to just hide them? How reliable is this option really?

Hiding them is totally unreliable. It means they are still there. All it means is that you have chosen to not see them.
Chances of someone else seeing them are very high. The only way to get rid of them is to accept the changes. If you want, save an archival copy with the markup. Track Changes |

To completely get rid of the markup, you have to accept all changes and then turn off the tracking. On the Review tab, click the arrow on the Accept button and then click Accept All Changes and Stop Tracking.
