1" margins, no header or footer
I am working on a cover letter. It cannot exceed two pages. I have set my document to use 1" margins. However, clearly the top and bottom are more than 1". That's a problem because I want the text to be 11 or 12 Pts. but it won't fit. I've tried in the past to remove headers and footers but it does not work. I am in Word 2019. Is there a way to do this? Thanks.

You need to go into your page setup and check the settings again.
Firstly verify the paper size setting matches the paper you are printing on (US Letter is shorter and fatter than A4) Secondly, verify the page margins are 1" and the gutter is 0 Thirdly, go to the Layout tab and verify the from edge setting for header and footer is very small eg 0.2". Also check the page vertical alignment is Top. Fourthly, go into the header/footers and verify there isn't a bunch of empty paragraphs which might push content away from the top or bottom. If you are not showing your paragraph marks then you should be.

So long as you do not put content into the header and footer those do not change the location of text in the body of your document. The header and footer are normally inside the area reserved for margins, the do not add to it.
