Post Creating a Teacher's Edition: Shrinking pages but retaining page breaks

Good Morning!

I have a workbook that I've created in Word, but I need to create the Teacher's Edition. I need to shrink down the text on each page so that I can add notes at the bottom and in the margins. I've considered using the Review mode for comments in the margins. Is there an easier way?
