More information is needed. As Charles has already pointed out, we are not sure what you are trying to accomplish.
Text boxes, by default, have a border all around. You can remove the border, but you can't choose to have just a bottom border, for example. On the other hand, for an "ordinary" text paragraph you can add one, two, three or four border lines.
