At its simplest, there should be one Next Page section break in the document. If you put your cursor at the very end of the document, what section are you in? You can show this in the status bar by right clicking and putting a tick next to the 'Section' option.
Now, assuming there is already a section break located at the end of the second page (before 'page 1'), go into the footer on the third page. When you are in that footer, what does the info say at the top of the footer divider - From your complaint, I'm guessing yours says 'First Page Footer - Section 2'. If that is the case, that footer will only appear on the first page of that section. You can turn off the 'Different First Page' setting on the ribbon to make all the pages in that section share the same footer. The screen capture I loaded shows some content on how I add the field required for a page number. You can type the word 'page' and then select it and press Ctrl-F9 to convert it into a field which displays the page number. If it appears as {Page} then you can right click it to toggle that field and show the page number itself.
