Default How to keep contents at the top of the page

Basically I need to design a templete, within this templete there will be sections that need to be filled in. What I need is headings to they stay at the top of the page. the current way is they stay at the top of the page but when contents reaches the next page it will push them down. Is there a way that WORD auto inserts a new page once the current page is full of contents.



Does this make sense?

How about using Excel? Seems like that would work better for what you are attempting.
