All the Hindi and English lines have to appear on separate lines in their respective chapters though, and for that there will always have to be a manual line break (or else a carriage return, which creates a problem in the TOC).

It is only in the TOC that I want short headings to appear together on the same line. Not at the beginning of the chapters.

Is there a way for me to manage this?
