It all depends on how the watermark was created.
Watermarks, by their nature are faded image files that are inserted in the Header area (even though displaying in the body of a document). The Watermark from the Design > Watermarks gallery is especially easy to use but is tricky. I've discussed troubleshooting steps in Watermarks in Ribbon Versions of Word. I hope it helps.
