Paragraph Numbering

I'm currently working on a large document, consisting of approx 750 page of which 2/3 are drawings. The document is sub-divided into sections, in outline format.
I've been asked to add paragraph numbering under each heading. However, having setup a paragraph numbering style, formatting each paragraph, re-starting from 1 after each sub-heading. On saving and re-opening the document, I find that the complete sequence has re-sequenced over the majority of the sections. Applicable to alpha numbering as well.
I've edited the format of the individual sub-documents - the numbering is correct.


However in the master - it's screwed!!
Any suggestions?
