Section break "Next Page" adds blank page

Hello everyone!
I have a problem with Word 2016. I divided my document on a few sections using "Next Page" section brake.
In word editor every section start from new page and it's OK but when I exported it to PDF, a few sections start from new page and the rest start from new card (a blank page has been added before new section).

Is there posibility to set that every section must start from new page or from new card?

I don't know why it's happen, i can't find any solution of my problem.
