Note: Page 9 is in Section 2; Page footer is is Section 5!

The problem setting may be in Section 3, 4, or 5, which may all be on a single page. Every section has three footers as well as its own margin settings. Sections / Headers and Footers in Microsoft Word (Ribbon Versions)

This looks like a job for the Word Toolkit for Advanced Management of Headers and Footers. I would recommend downloading it and adding it as an Add-In, if only temporarily. It gives you the Header Footer Boss button for much more insight into what is going on and where.
