Default Style Text Block Appearing after Highlight

Word 2016

I consider myself a Word expert since I used it since the 80's, but I can't solve this.

1. The attached file includes a formatting test block that appears when I highlight text. I researched the Internet have gone to options-advanced (cut, copy, paste) and options- proofing- AutoCorrect Options... but I still can stop this formatting block from appearing... I need to shut it off.

2. When I try to place my cursor in text in 80% of the time I end up highlighting the word or half the sentence or whole paragraph. OR when I try to highlight a word I can't highlight it and I have to use the shift-arrow keys to highlight the text I want. What am I doing wrong? is it a mouse setting?

Thanks in advance
