Default Where is "This Page Only" ?

1st page
----------
I want top 2" free
Down 1.5 inches
Where is "this page only" , it was present in Word 2003.
but where in Word 2007?
What I want to do it to have different page margin setup for different pages, but here
I can see in Word 2007 there are two options:
Apply to and This point Forward.

Not sure, but could you get what you want by applying your custom margin to selected text? Try highlighting the first paragraph. Click Page Layout > Margins > Custom Margins. In that window, set the top margin to 2" or whatever and set the option at the bottom to apply to selected text. Does that work?
