Highlighting errors in outline

I am filling in a lesson plan for a class, and it is in outline form. However the 2nd and 3rd layers seem to be highlighting, despite my desire for it. 2 pictures have been added for reference. I feel this may have to do with the highlighting of "parts" on page 2, but still need those to remain highlighted. Any help is appreciated, thanks everyone.
