Need help - Multilevel list

I need help regarding project. It's about organizing text in right way. I can't use standard numbering or multilevel numbering because project demands something else. By something else I meant lines.


I don't know if this could be done in Microsoft Word or is there some other software which could do this.
I will post picture example below.
