Default Table of content; heading styles being picked up incorrectly


My TOC is a mixture of Bold and Non-Bold. I would like it all Non-Bold. The heading styles are set up that Heading 1 is Bold, this shows in TOC as Non-Bold, and Heading 2 is Non-Bold and shows up in TOC as Non-Bold. I have swopped these around to achieve the desired result but would like to know why this happens because presumably it shouldn't!
