In Word 2013 and 2016, the default command assigned to Ctrl+O is FileOpenUsingBackstage. Selecting the "Don't show the Backstage..." option makes that command behave the same as the FileOpen command (which used to be the command assigned to Ctrl+O by default in older versions). FileOpen displays the classic Open dialog box (as you may already have guessed).



Possibly, "Don't show the Backstage..." does something else, too, but I don't know what might be.

The option really only affects the command assigned to Ctrl+O.
